M.D. of NEA Kafle Resign Due to Strong Pressure By Minister : The Dearth of Fine Political System
Sep 10, 2016- Managing
Director of Nepal Electricity Authority Mukesh Raj Kafle has resigned from the
post. He submitted his resignation to Prime Minister Pushpa Kamal Dahal on
Friday.
Earlier, Energy
Minister Janardan Sharma had expressed dissatisfaction over Kafle’s performance
and had asked him to step down.
Kafle had, however,
told the Post on Wednesday he would not resign, arguing he had been appointed
through free competition and that the Energy Minister had no right to demand
his resignation.
What made Kafle change
his mind was not immediately clear. He could not be reached for a comment. It
is also not known who will replace him.
Kafle’s departure,
however, does not come as a surprise, as the ministry had initiated the process
of removing him two months ago when a panel formed to appraise his performance
gave him failing grades. According to the performance contract signed between
the Energy Ministry and Kafle, the latter had to score at least 50 percent mark
or face any action, including dismissal.
“The NEA chief scored
45 percent in the evaluation,” said a ministry official who sat on the panel.
“However, in the performance contract, there is space for another panel to
review the evaluation done by the first. Kafle failed to secure pass marks in
the second panel’s evaluation too.”
Thursday’s Cabinet
meeting had also discussed Kafle’s handling of the NEA.
On July 3, the Energy
Ministry wrote to Kafle, seeking his clarification and demanding a reason why
he shouldn’t be dismissed.
Kafle replied to the
ministry’s letter on July 8 saying there was conflict of interest during the
review process, and that the panel which had reviewed his performance was not
independent, according to a ministry source. Kafle then filed an application at
the Prime Minister’s Office, requesting his performance be reviewed by an
independent panel. The panel’s report has been kept confidential.

Wind & Solar Hybrid Energy Project in Jumla district; Villagers are Happy
Introduction
Hybrid Dangiwada Wind
and Solar Energy Project of capacity 26KW, an isolated Power system project, is
constructed by Alternating Energy Promotion Centre (AEPC). Which is located in
Mid-western Nepal; Tatopani-5 DandiWada, Jumla district. AEPC constructed this
type of project very first time in the district in order to emphasis on rural
Electrification Program. Jumla district lies in the Himalayan region and very
far from the capital city Kathmandu. There is not the National Transmission
Grid due to geographical difficulty. Most of the places are rural areas and
underdeveloped. So, AEPC conduct an electrification Program for giving services
to backward people.

Villagers after Electrification
In this village, it is
the first time Electrification Program become boon for them during current
energy crisis. People uses the special type of wood, named as SALLA for
lighting. The fumes come from the wood is very harmful and adverse effects on health.
Some of the villagers were suffered from heart disease, lung cancer, eye
disorder etc. There was fear of fire in
home. The children were unable to study well. There is various Problems
associated with lighting before this project. But, now locals became very happy
after the project. Their lifestyle is changes now. They use electricity for
lighting purpose. Children’s and their parents becomes happy. Villagers said
that, “We are with another bright part of life, we are very happy and
congratulated AEPC for helping poor people.” It can be seen that after completion and
operation of project, there is positive impact on society. 26Kw is the very
small project but, becomes very huge for those people who do not use
electricity before. Villagers must come to headquarter to charging mobile phone
before. But the problems is solved out, there is no need to come to
headquarter; which is very far from village by walk, for mobile charge.
Conclusion and
recommendation
Hybrid renewable energy
system is operated in rural area, becomes appropriate for the Electrification
Program where there is lack of national grid. Villagers get benefited, changes
their life style. Peoples becomes very happy and that project brings the life
of people more easy and comfortable. It is necessary to increase capacity of
the system. Peoples are unable to use electricity for cooking purpose. They are
demanded to increase capacity up to 36 kw. So, I am highly recommended that to
increase capacity of the Power system in order to get proper and sufficient use
of electricity.

Why leadership in Nepal is relevant in today’s Scenario
In the past few months, there has been a to much discussion in
the national media. All about an acute need for an alternative ‘political’
force in Nepal. I am encouraged by this intellectual discourse which surely
will help build 21st century relevant leaders for Nepal. Thank you everyone who
have consistently kept this important agenda into the limelight.
2 years ago, Nepal was going through a
tumultuous period. A syndicate of incompetent political parties who had little
will or vision were taking turns ruling Nepal. Bitter political wrangling
topped as acute corruption was rapidly dismantling any good governance we had
left. All of a sudden, Nepal’s constitution building body was abruptly
dissolved, leaving behind a power vacuum with a deeply divided society.
At such crucial times, many Nepalese from different professions
and backgrounds came together and started searching for an answer to this “What
Next?” We publicly brainstormed for 22 continuous weeks taking feedbacks from
more than a 1,000 concerned Nepalese from all walks of life. Students, house-wives,
CEOs, teachers, social workers, businesswomen, everyone had one consistent
advice for us. “Only a 21st century relevant leadership carrying political
force would end this ever-growing crisis and help bring about lasting positive
transformation for Nepal.
It is identified todays leadership values/traits a political
force should have to lead us to a prosperous Nepal within a generation.
1.
Results oriented
pragmatic: A political force has to be simply results-oriented, with an
evolving, pragmatic philosophy to help meet that. Its foundation would rest on
at least these eight 21st century basic values; responsibility, accountability,
prosperity, empowerment, freedom, diversity, servant government and pragmatism.
2.
Follow the middle path
(balance): This progressive force follows a middle path whereby on one hand, it
inspires citizens to be responsible while simultaneously builds systems to hold
leaders accountable. It plays a delicate balancing act by enabling citizens to
become the agents of prosperity while also building a servant government system
that guarantees public welfare for those in need.

Moderate views: This
moderate force has a leadership that prescribes balanced, pragmatic solutions
to keep this country united and progressive.
4.
Systematized: In
Nepal, the crux of the problem lies not in a person but in their system
(culture). Hence this political force will rely upon an effective system and
not on individual charismatic leaders. Its structure is made of 3
parallel ‘check and balance’ systems; the legislature, executive and judiciary.
Just like an effective 21st century democratic government. The legislature is
made of politicians who want to get in to government to rule (like any
traditional political party). The executive has managers and experts who
professionally manage the organization efficiently and transparently. The
judiciary has those whose primary goal is to keep up discipline, protect the
values (culture) and the constitution of the organization at all costs. These 3
wings independently and inter dependently work with each other to check and balance
each other. This ‘check and balance’ system makes this political force run
accountably, transparently and effectively.
5.
Self-reliant members: The
primary reason Nepal’s current political forces are corrupt and thus inept is
because their members (cadres) are often reliant upon others for their daily
livelihood. This problem has to be tackled at its roots. That is why any 21st
century relevant political force has to make sure its members become
self-reliant by being entrepreneurial or self-employed, or simply employed.
This way, the party members do not have to compromise on their ideals and
values because of their family’s livelihood concerns.
6.
Meritocratic
leadership building system: It consistently trains and produces leaders who not
only know how to get elected but also how to consistently deliver once they are
in the government. The leaders produced will be skilled at creating win-win
environments. Their contributions are calculated on the basis of their merits
and judged using scientific performance measurement systems.
7.
Transparent: It will
be a model of transparency for others. From fund-collection to expenses to
decisions, it will inject transparency into every level of its system.
8.
Regular leadership
change (regular power fluidity): In the end, absolute power and position
corrupts absolutely. That is why an alternate political force has to build a
system that regularly and consistently filters its leadership.
9.
Youth centric: Youths
will make the bulk of this political force. And thus it will be led by youthful
leadership who will enthusiastically spread its core values to all corners.
In conclusion, the end goal of any political force who wants to
stay relevant in 21st century Nepal should be to build a peaceful, prosperous
Nepal within our life-time.
RasuwaGadi Hydroelectric Project Visit
Rasuwagadhi
Hydropower Company Limited (RGHPCL) is a subsidiary of Chilime Hydropower
Company Limited (CHPCL) and was incorporated in August 2011 as a public
limited company. It has planned to develop a new project - Rasuwagadhi
Hydroelectric Project (RGHEP) having capacity of 111MW in Rasuwa district of
Central Development Region.
The cost of the project is estimated to be NRs. 13,684.20 million excluding financial cost. A 50:50 debt-equity structure will be employed for financing this project.
Its awesome visit and enjoyable moment inside natural beauty. It is located in the Nepal and china broader, Rasuwa District.
Education Campaign In to Public School
The public Schools
which are govern by the government seems to be degrading in their qualities now
a days. The SLC (10th class) exam result of recent year shows the declining
pass percentage than Private boarding school.
The poor performance of the public or government school
during this year’s SLC result has compelled all stakeholders to try
and do some real soul looking on what specifically has gone wrong with our
education system. The results of last year’s SLC examination the entree to pedagogy, showed a dismal
performance by our public colleges. Only 27.97 per cent of the scholars who had
attended the examinations got through, which implies quite seventy two per cent
of the scholars unsuccessful, whereas quite eighty six per cent of the scholars
from the non-public schools passed the examination.
I am also representing
from public school but now in engineering profession. I think, education
campaign is needed to improve quality of education and I involved in more than
10 public school in education campaign. We visited public school of Baglung,
Parbat, Myagdi, Kaski, Kathmandu, Bhaktapur, Lalitpur, Sindhupalchowk, Nuwakot
and Rasuwa.
In the education
campaign our team mobilizes in to schools and co-operate to them and the report
is send to the district education office. We take classes especially in 10
class and observed the situation. We communicate with the students, their
parents, teachers in order to take best action for the improvement of quality
education. We faced some
challenges to lunch this program. It is difficult for teachers to convey the
actual scenario. They feel weakness in their teaching methodology. They but emphasis
in theory in most of the case. Practical education is suppress as a result,
poor in quality. We connect them in claim way and gave suggestion for the
better result. The problem is the school environment. It hampers the learning
and teaching process. Somewhere there is not enough desk benches, not enough
stationary materials. There is the problem of email internet. Some students
reached school up to 2 hours walk by foot.
With considering this
problems, we find out the best idea to improve in the quality. The teaching
methodology becomes major problem. Beside this, school environment and parents
care is other things. Parents shows negligence when children in public school.
But same parents shows great interest when same child admit in boarding school.
This is one of the major issues of most of the public school in Nepal.
There are some issues
related to public school. Even though some students do better in exams and get
better result. Which is highly depend on their hard work and excessive effort. Some
students becomes successful rather than representing from public school. Our
education campaign is successful. We submitted the result of our research to
the district education office. After our campaign, the students, parents and
teachers becomes happy and they said that they will go through improvement for
the better result.

Bagmati Clean-Up Campaign
The main objectives of this high spirited ‘Bagmati Cleanup
Campaign’ is to keep Bagmati River and its tributaries clean by preventing the
direct discharge of solid and liquid wastes to the river and conserve the river
system within the Kathmandu. The government officials of the ministry of
Physical Infrastructure and Transport Management started to work for the
Bagmati Clean program. Many others non-governmental institution are
participated in the Campaign. Within 14 years it is hope to be clean Bagmati.
We all group members
are gathered and participate to clean Bagmati by collecting plastic and
non-disposable thing which is one the side of Bagmati River, some are taking
out plastic from river. The weekly clean-up drive has improved the condition of
Bagmati and its surroundings. “This support is just overwhelming “Said Chief
Secretary Leela Mani Paudyal, a key leader of the campaign. Its public
realization about their responsibility towards their environment that made this
campaign successful” he added.
